POSITION DESCRIPTION
The Accountant, reporting to the Country Manager and working closely with the Operations Manager
and Leadership Team, will provide accounting support to the national office and will undertake all
aspects of financial management, including corporate accounting, regulatory and financial reporting,
budget and forecasts preparation, as well as development of internal control policies and procedures
and capacity development of staff.

KEY RESPONSIBILITIES
• Treasury management of the Country Office, ensuring availability of cash based on approved
workplans, timely submission of cash forecast to Head Office, reporting on variances against
budgets
• Prepare annual, quarterly and monthly budget and financial forecasts
• Maintain general ledger entries, prepare trial balances, and reconcile accounts
• Prepare project financial reports, tracking performance against budget, and reporting on
variances according to monthly close schedule
• Prepare regulatory reporting and ensure compliance with registration requirements; calculate
taxes owing and prepares tax returns as required
• Submit to Head Office for approval monthly reconciliation between national reports to tax
authorities and monthly project financial reports, provide explanation for any difference
observed
• Prepare payroll and regulatory deductions
• Track accounts receivable/payable and process advance requests and invoices for staff,
partners, and suppliers
• Banking, processing bank deposits, including trips to the bank
• Obtain all supporting documentation - bank statements, invoices and receipts etc. - and
maintain orderly filing system at the Country Office
• Document areas of risk, formulate controls, and take steps to reduce vulnerabilities
• Coordinate with Headquarters to ensure appropriate financial and administrative
management and compliance with donor rules/regulations
• Lead annual budgeting exercise and collaborate with the Country Manager and other
technical team leaders to ensure program activities are in accordance with the project budget
and work plan
• Develop and provide training to staff on project financial processes and policies as well build
capacity for budgeting, forecasting and reporting
• Perform other duties as delegated by the Country Manager

QUALIFICATIONS
• Applicant must be a citizen of Tanzania
• A degree in Financial Management, Accounting or related field
• Chartered Accountant designation required
• 5 -7 years of demonstrated experience in project and business financial
planning/management
• Advanced ability in developing project financial models, budgeting and forecasting tools
• Experience with creating financial statements, general ledger functions and the monthend/year
end close process
• Strong knowledge of generally-accepted accounting and procurement practices
• Demonstrated ability to manage and prioritize multiple tasks with competing deadlines
• Strong diplomatic, interpersonal, communication and presentation skills required
• Advanced-level knowledge of Microsoft Excel
• Excellent accounting software user and must have experience of QuickBooks
• Ideal candidate will have experience working in an international context and/or multi-country
projects and understand grants and contribution management

ROLES AND RESPONSIBILITIES
- To coordinate and supervise all the financial functions of the program and the project this shall include the timely preparation and submission of all program financial and accounting reports and documents including cash book payment, vouchers bank reconciliations statement, budhet compliance report and any other financial reports That may be required to the USAID – KIZAZI KIPYA PROJECT
- To implement the existing internal financial controls of the organizations and the programs and to advice the DEVELOPMENT DEPARTMENT management if additional controls are required
- To comply with the procurement policies and guidelines of the organizations and the kizazi-kipya – USAID new generation program requirements

PROJECT ACCOUNTANT-REGIONAL INTEGRATION SUPPORT PROGRAMME (RISP)

MAIN PURPOSE OF THE JOB:
To provide strategic advice and guidance on financial management issues relating to projects funded by the EU, in particular RISP 3, and to ensure optimal utilization of financial resources.

DUTIES AND RESPONSIBILITIES:
1. Set up and review the accounting, financial and related systems in compliance with the requirements of the donor funds. Where these exist, ensure compliance;
2. Assist the Partnership Fund Manager and - where required - other managers of project supported by European Development Fund (EDF) in planning and coordinating the preparation of cost estimates, budget, and financial forecasts, as well as advising on financial requirements of EDF projects.
3. Administer procedures and practices for EDF management, expenditure control and financial reporting of budgetary funds, as well as ensuring that there are no budget overruns.
4. Maintain proper accounting records and monthly as well as quarterly reports, including analysis of accounts to ensure that decision makers receive timely and accurate information.
5. Preparation of the year-end Financial Statements for purposes of Audit.
6. Prepare for and coordinate and oversee teams carrying out audits and Expenditure Verification exercises of RISP 3, as well as coordinate timely response to any queries from these audits by EAC management
7. Prepare Financial Management reports for the EAC Secretariat and the EU.
8. Preparation of Monthly bank reconciliation statements
9. Perform any other duties that will be assigned by the Director, Finance from time to time

QUALIFICATIONS AND EXPERIENCE:
• A minimum of a Bachelor’s degree in commerce (Accounting option), Business Administration/Management (Financial Accounting option) or equivalent degree from a recognized University/Institution.
• At least five (5) years’ experience in a busy accounting office. Professional qualification such as CPA or ACCA is a must for this positions while relevant experience in a donor funded project at a regional /international level will be an added advantage.
SKILLS AND COMPETENCIES:
• Proficiency in computerized financial management information systems, good communication and report writing skills, as well as good inter-personal skills.
• Proven experience working on EU funded programmes and projects will be an added advantage

JOB PURPOSE
Responsible for generating company revenue by closing sales.

CORE RESPONSIBILITIES
1. Achieve the desired revenue target & Gross addition

Overall job function:
Working under the supervision of the Senior Accountant, the Accountant will assist in the day- to- day accounting and financial activities and offer support to implementation of the organization’s accounting policies and procedures, posting of data and preparation of all payments.

PRIMARY DUTIES/RESPONSIBILITIES
• To assist the Chief accountant in coordinating and supervising all the financial functions of the program and the project. • To ensure that the recommendations made or issues raised by the internal and external auditors are implemented or addressed without delay
• To cooperate with external auditors to ensure that within three months of the end of each financial year, draft accounts of the preceding financial year are submitted for audit

Professional Qualifications
• Diploma or Degree holder in accountancy
• Work experience in Donor funded Projects work for at least 2 years
• Experience in Various Accounting software packages for both International and local finance requirement including GAAP requirements, WebERP, quickbooks, etc
• Possession of CPA will be an added advantage
• Experience/interest to work in rural environment.
