The Community Livelihood Program works to improve community financial literacy by building capacities and facilitating traditionally marginalized community social groups (mostly women and youth) to get access to financial services which are relevant to their socioeconomic needs in order to initiate and strengthen their income generating activities that in turn help raise income, support their children learning and ultimately transform their lives. The Youth Empowerment Program provides youth with a platform to meet with leaders and policy makers discuss and share important information to address youth challenges (health, education, participation and employment). It also works to support youth (boys and girls) skills development initiatives for self-employment.

Main duties/Tasks
• Manage financial and administration functions
• Manage all aspects of accounting, procurement and regular audit of the Organization
• Develop/institutionalize effective internal control mechanism (financial and administrative systems) for the Organization
• Maintain a documented system of accounting policies and procedures
• Prepare and maintain all organization agreements and staff contracts
• Manage the preparation and submission of quality financial management reports (monthly, quarterly and annual) budgets and implement cash management strategies.
• Make recommendations to Director of programs on budget implementation including expenditures
• Ensure the Organization meets all its financial commitments to partner organizations
• Develop resource mobilization strategies in collaboration with other project managers
• Supervise finance and administration staff
• Prepare financial plans and reports
• Manage communications and correspondence with banks.
• Ensure proper preparation and maintenance of all financial records, including books of accounts, inventory and fixed asset records
• Ensure program expenditures are within budget and agreed requirement
• Ensure payments are made correctly and paid on time

• Provide training and guidance to finance and administration teams as needed
• Ensure there are valid contracts/financial agreement and timely payment to service providers to the Organization
• Ensure bank reconciliations for all bank accounts are prepared and presented to the Director of Program for approval

Academic qualification and years of experience
• Undergraduate studies in finance, accounting, or commerce
• Postgraduate qualifications and professional qualifications are an added advantage.
• Minimum 4 years of relevant professional experience in financial management of NGO.
• Hands on experience, at least 2 years, as a supervisor in administration in a reputable organization

Competence (skills, Knowledge, and Abilities)
• Ability to use a computer and knowledge of certain software and applications for accounting and Microsoft Excel, (Word, Spreadsheets, PowerPoint, Internet, etc.)

Global Communities is looking for a qualified Finance and Administration Officer (FAO) for
the Agribusiness Investment for Market Stimulation (AIMS) program designed to bolster trade by
increasing access to finance and expanded markets for small and medium agribusiness enterprises
operating in Kenya, Tanzania and Malawi.

The FAO will be responsible for providing financial, administration and human resources services
to Global Communities’ activities in Tanzania. He/she will specifically maintain accounting systems,
support financial reporting, oversee financial records management and provide human resources and
administration support. He/she will ensure compliance with donor and Global Communities
regulations, policies and procedures.

This position is based in Dar-es-Salaam and reports to the Program Manager in Tanzania, with a
technical reporting responsibility to the Director of Finance and Human Resource (DFHR) in
Nairobi.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Finance Responsibilities:
 Providing financial management for the GC Tanzania program.
 Prepare timely, quality and accurate financial reports and practices, including ensuring all reports are submitted on time.
 Maintain filing systems to ensure adequate documentation of all financial processes.
 Ensure proper financial controls are in place, appropriate and functional and are regularly reviewed.
 Prepare, monitor and analyze budgets including preparing profit and loss statements;preparing financial reports and making recommendations to the DFHR on budget expenditures and cash flows.
 Monitor expenditures to ensure that program funds are utilized appropriately and within the budgets.
 Ensure optimum financial monitoring of all sub grants in Tanzania.
 Support annual program financial audits as well as ensuring that sub grantees comply with all audit and financial review requirements.
 Perform regular OFAC checks for Tanzania program staff, suppliers, consultants, partners and contractors.
 Assisting program development and proposal preparation as needed.
 Adhere to and incorporate into day-to-day operations the GC office Standards of Professionalism.

Human Resources Management
 Maintain complete personnel files and records, including recruitment, ID and passport, education and other personal certifications, employee information forms, statutory,
timesheets, performance, leave forms, disciplinary and other required documentation.
 Record and Monitor scheduled absences such as sick, maternity, annual leave or any other leave.
 Coordinate staff exit procedures including exit interviews and evaluations and clearance checks.
 Ensure accurate record-keeping for payroll, pay slips and all non-optional deductions and staff benefits.

Administration Responsibilities
 Provide oversight and support to the office administration assistant to ensure that the office block, the compound are properly maintained and that utilities are efficiently utilized and promptly paid.
 Develop and maintain a system for allocation of vehicles and drivers to program assignments and that vehicle usage is accurately documented through mileage logs.
 Ensure that all inventory items are tagged upon purchase and inventoried in accordance to the set policies
 Ensure that Global Communities general risks are appropriately insured and that compensation is sought for any risks that may materialize.
 Ensure the office block is compliant with statutory requirements on occupation safety.
 Review procurement actions.

EDUCATION AND QUALIFICATIONS
 Bachelor of Commerce or Bachelor of Business Administration in finance, accounting and holder of intermediate level accounting qualifications.

SKILLS AND EXPERIENCE
 Minimum of 5 years related experience; and strong computer skills
 Minimum of 3years’ experience working with foreign donors (preferably US overnment donors)
 Advanced knowledge of computerized accounting (QuickBooks), demonstrated organizational skills, and strong track record in meeting deliverables.

Purpose
The Finance /Admin Manager will offer overall direction and management of support services in DRC Tanzania in close cooperation with the Head of Finance and Administration in DRC Uganda. Responsibilities


Finance:

• Provide inputs to budget development and guidance on overall financial management support to the budget holders.

• Active anticipation of temporary breakdown of finance system, and misconduct by a member of staff despite the presence of effective internal controls and means for inspection.
• Constantly train and groom finance staff to develop capacity in the country offices.
• Implementation of a functioning, real-time master budget tool to Senior Management Team, and programme managers.
• Regulation and monitoring of the overall spending in the programme, cost sharing and administrative cooperation between projects and personnel.
• Active seeking for direction from the senior management team once suspecting or having discovered [early] signs of budgetary disparity, fraudulent activity, or administrative adversities thereof.
• Implementation of NAVISION financial management system.
• Reviewing of timely and accurate financial and administrative reporting to external parties, and to the headquarters.
• Management of transparent and effective interaction with banks and other financial institutions, and agreements with authorities favorable to DRC and its beneficiaries.

• Administrative leadership for effective implementation of DRC Tanzania’s fundraising strategy in line with relevant parts of the country strategy, ensuring procedural and system compliance.
• Direct management of administrative and finance personnel, indirect management of officers in field offices, and monitoring of the conduct of other staff in relation to the rules and policies of DRC.
• Ensuring honest, timely and quality delivery of administrative and financial operations and services at all levels of the organization’s hierarchy, through sound recruitment, firm internal controls and reporting, solid coordination between projects and personnel and internal audits.
• Facilitation of continued learning and improvement through training, coaching, and communication amongst personnel
• Development and evaluation of budgets, cost saving strategies together with finance staff and senior management team.
• Ensure that effective HR policies are in place and implemented.
• Upholding of the Code of Conduct among personnel at country office and in field locations through personal example.
• Ensure a sound HR and payroll management system compliant to DRC HR policies is in place.
• Manage all aspects of HR leave and travel (including the expatriates).
• Ensure a well-functioning staff complaint reporting and handling mechanism is in place.
• As a member of senior management team, ensuring that agreed measures for safety and security are in place and adhered to by all staff, including but not limited to the upkeep of MOSS standards, security and evacuation plans, and staff movement.
• Conduct of other duties as agreed with Senior Management Team or assigned by the Area Manager Tanzania.

Coordination
• Network with other INGOs on finance and administration-related topics and ensure a proactive communication with all relevant stakeholders.
• Liaise with donors and government officials, especially as relates to issues of compliance, registration and audit.
• Ensure timely communication with Uganda Office, Regional Office and HQ, Project Managers and Sector leads in Tanzania concerning all issues related to finance, administration and Human Resource.
• Share and coordinate administration and finance related information with the Area Manager and other staff, and attend any internal coordination meetings.

• Possess strong analytical and conceptual skills.

Program Description:

Senior Human Resources and Administration Officer to be based at the Head Office Dar es
salaam. The Senior HR and Admin Officer will report to the Human Resources and
Administration Manager.

Position Overview:
The Senior Human Resources & Administration Officer is a self-motivated individual who will
provide oversight to personnel matters and oversee essential administrative activities. Under the
direct supervision of the HR and Admin Manager, the Senior Human Resources and
Administration Officer coordinates and oversees day to day Administration activities of the
organization, overall management of organization assets and equipment, fleet management, and
property and facilities, utilities and travel at the Head office and field offices.

Principal Functions:
 Responsible for the administrative services for the entire organization
 Develop and maintain database for all suppliers of administration department
 Ensure that lease agreements are up to date for all Offices and properly kept in a
data base.
 Responsible for Management of stationary and utilities expenditures at the head
office and field offices.
 Ensure that all utility bills are paid timely including monthly updates and
payments of staff air time.
 Ensure proper management of the security company that provides services at
AGPAHI Offices.
 Prepare maintenance schedule and ensure its implementation
 Assist on planning and controlling the daily movement of Vehicles using
AGPAHI available tools
 Ensuring that all Vehicles are running within stipulated Government Regulations
such as, Insurance Cover etc.
 Ensure offices, Furnitures, Vehicles and other property and asset acquisition to
meet the needs and requirements and also disposal of all not needed and
deteriorated assets or properties.
 Manage Head office and field office inventory by maintaining updated
information in collaboration with Field Operations Coordinator for Regional
offices and propose disposal where necessary.
 Ensure high standards of cleanliness and maintenance of office surrounding
environment
 Advice the HR and Admin Manager on any HR and Admin policies and
procedures issues.
 To manage all leave requests for Dar Staff as per Tanzanian Labor Laws
 Training, learning and development for staff is identified and organized for staff
in line with budgets available for the training and development.
 Keep abreast of new policies and procedures in Human Resources that apply to
Tanzania
 Ensure that appropriate supervisors are advised of any changes to procedures and
policies.
 Propose ways and means to maintain and retain qualified and competent staff
 Ensure that safety needs are met in the Head office and risk management taken
into account
 Supervises the activities of Logistics Officers and Administrative Staff
 Carry out any other responsibilities as assigned by HR and Admin Manager

Education, Skills & Abilities
 Bachelor degree in Administration, HR or Logistics
 4 years’ experience in administration duties
 Excellent interpersonal and communication skills
 Experience of managing a team
 Ability to work efficiently and quickly in a fast paced environment
 Previous work experience in working with NGOs would be preferred
 Highest ethical and integrity
 Computer literacy, with comfortable working experience with the basic Microsoft
packages (Word and Excel )

The Dar es Salaam office is seeking for; an experienced, highly motivated and qualified person to fill the position of;

FINANCE AND ADMINISTRATION MANAGER
(Open to Tanzanian Nationals only)

TASKS AND RESPONSIBILITIES:

Human Resource management
• Support Head of Office in all HR related issues;
• Directly supervise 4 staff members
• Implement HR policies and ensure their consistent application;
• Monitors changes in labour law and in its application;
• Participate in evaluation of HR needs and in the annual compliance exercise;
• Follow-up on HR administration (leave balance, medical bills, individual files, contracts and extension)

Financial management
• Financial analysis and reporting, monitoring the respect of financial rules;
• Supervise all the financial transactions and cash movements for the offices in DAR and Kibondo;
• Monitors the expenses and ensures that the budget is respected;
• Bookkeeping and Cash management;
• Support to audit management;
• Provide accounting support to Kibondo office;

Administrative / Logistics
• Develop, in conjunction with the administration staff, best practise procedures across the office on a continuous basis;
• Supervises driver activities;
• Assist in sourcing of suppliers / quotations; Give administrative support to other departments;
• Monitor all active rental contracts;

Premises, Maintenance & Welcome
Supervise premises management files according to organization's policies;
Inventory management in the premises and passive security checks;
Follow-up on maintenance issues and ensure that problems are solved quickly;
Review of the welcome file;
Ensure that welcome procedures are done on time.

REQUIREMENTS:
• University Degree in Accounting / Finance / Business Administration / Human resources or equivalent from a recognized university;
• Must have a Professional Accountancy Qualification CPA, ACCA;
• Perfectly fluent in English and Swahili languages, written and spoken;
• Perfectly conversant with computer skills, including Excel, Word;
• Knowledge of accounting software e.g. SUN System etc is an asset;
• Conversant with HRM practices and good knowledge of labor law / employment market;
• Minimum 3 years of relevant experience in a similar field and as F & A manager;
• Previous working experience with NGO's or international organization is an asset;
