Position: Inclusivity Specialist, Data-Driven Communities Project

Summary of Position

IREX seeks an Inclusivity Specialist for a project focused on providing better information on local needs to ensure government and private investments are aligned and strategically designed to improve the lives of people in the targeted areas. The project seeks to demonstrate how the data revolution can be mainstreamed to the subnational level by improving the capacity of institutions at that level to provide actionable data locally while enabling and increasing the participation of stakeholders to use data to improve services and lives.

This position is contingent on funding.


Summary of Responsibilities:

Ensure interventions are culturally sensitive and specifically target youth, including young women and other disadvantaged groups to support potential synergies and linkages with DREAMS partnership (seeking to reduce new HIV infections among adolescent girls and young women)
Develop specific gender and youth-sensitive implementation approaches
Ensure that youth are integrated and gender is mainstreamed across the program, including training materials, monitoring and evaluation plans, and design activities that target youth, women and girls within the scope of the project
Facilitate inclusivity trainings with program staff and program stakeholders

Skills and Qualifications:

A graduate degree in gender studies, health, education or other related field, or an undergraduate degree in a related field with at least 10 years of relevant experience
Prior experience working on youth development, HIV/AIDS prevention, or gender activities on a donor-funded project with at least 5 years in Tanzania or East Africa
Ability to communicate professionally and provide written reporting in English required; fluency in Swahili is desired
Must have proven record in the advanced use of modern communications tools, internet, email, social media, and teleconferences

2. Monitoring and Evaluation Specialist, Data-Driven Communities Project POSITION DESCRIPTION:

Position: Monitoring and Evaluation Specialist, Data-Driven Communities Project

Location: Tanzania

Reports To: Chief of Party

Summary of Position

IREX seeks a Monitoring and Evaluation Specialist for a project focused on providing better information on local needs to ensure government and private investments are aligned and strategically designed to improve the lives of people in the targeted areas. The project seeks to demonstrate how the data revolution can be mainstreamed to the subnational level by improving the capacity of institutions at that level to provide actionable data locally while enabling and increasing the participation of stakeholders to use data to improve services and lives.

The Monitoring & Evaluation Director will be responsible for ensuring robust performance monitoring and evaluation that supports the achievement of the program objectives

This position is contingent on funding.

Summary of Responsibilities:

Develop and implement a monitoring and evaluation plan across all program components including identification of process, output, and outcome indicators; development of monitoring activities that capture necessary data to report on results; and ensuring monitoring activities are conducted on schedule and participating in evaluations
Communicate information obtained through M&E activities to IREX staff, various external stakeholders, notably donors and partners
Be a primary M&E resource to the field office and field personnel; liaise regularly with IREX’s Monitoring and Evaluation team in headquarters
Ensure data collection process is functioning in all activity locations to provide quality data within deadlines
Regularly review data collection processes, perform data quality assessments, and make adjustments as needed
Conduct regular visits to project sites to provide technical assistance and ensure proper monitoring of project activities
Produce M&E reports to Chief of Party and donors, as needed
Develop annual performance plans
Skills and Qualifications:

Minimum of 10 years professional experience implementing M&E activities, preferably of international development projects
A Master’s degree in statistics, demographics, public policy, international development, education, or related field. BA degree with 10 years of relevant experience also considered
Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages in Tanzania or East Africa required
Experience designing and managing beneficiary monitoring and database systems
Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans
Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis methodologies
Experience in planning and managing surveys, and developing and refining data collection tools
Experience with data quality assessments and oversight
Experience managing and providing ongoing training to M&E field officers
Ability to communicate professionally and provide written reporting in English required; fluency in Swahili is desired

Position: Finance and Administration Manager, Data-Driven Communities Project

IREX seeks a Director of Administration and Finance for a project focused on providing better information on local needs to ensure government and private investments are aligned and strategically designed to improve the lives of people in the targeted areas. The project seeks to demonstrate how the data revolution can be mainstreamed to the subnational level by improving the capacity of institutions at that level to provide actionable data locally while enabling and increasing the participation of stakeholders to use data to improve services and lives.

This position is contingent on funding.

Summary of Responsibilities:

Establish a robust financial management system needed to administer the overall program including budget planning, tracking, subawards or contracting, response to third party reviews and associated reporting
Track and analyze all costs incurred under the grant
Maintain financial records for all program activities
Ensure that appropriate financial record-keeping policies and practices are established and maintained
Ensure that all grants management, financial management, and procurement is in compliance with IREX policy and U.S. government regulations
Monitor project budgets and provide required reporting
Coordinate with IREX Finance team in the home office
Skills and Qualifications:

A graduate degree in a relevant social or administrative science, or an undergraduate degree in a relevant social or administrative science with at least 10 years of experience with the administration of donor-funded programs
Previous experience as a Deputy COP, Director of Admin and Finance, Operations Manager, or another senior managerial role on a donor-funded project
Proven success implementing similar projects for at least 5 years in Tanzania or East Africa
Ability to communicate professionally and provide written reporting in English required; fluency in Swahili is desired
Must have proven record in the advanced use of modern communications tools, internet, email, social media, and teleconferences
Ability to successfully manage and develop staff in a multi-country and multi-cultural setting as demonstrated by past experience
Demonstrated knowledge of management processes and systems, such as human resources management and development (including performance evaluation), financial management, and management of employee compensation systems
Experience administering grants under contract
Skilled in managing and compiling financial data for reporting and ensuring compliance with all donor requirements
Excellent computer skills as they relate to financial management
Excellent interpersonal and team work skills

Summary of Responsibilities:

Manage government outreach, including coordination with the National Bureau of Statistics and Local Government Authorities
Serve as the lead manager responsible for overall program implementation and quality control
Provide strategic and technical leadership, ensuring that all program objectives are met
Develop and maintain effective partnerships with local, regional and international organizations active in the information and communication sector
Manage effective monitoring, evaluation and reporting of program activities
Represent IREX publicly and support its organizational development
Skills and Qualifications:

10 years of experience as a Chief of Party or Deputy Chief of Party on a donor-funded project with a strong reputation for developing excellent collaborative working relationships with counterparts, other contractors and international organizations and donors.
A graduate degree in a relevant social, technical or political science (e.g. public administration, business administration, international relations, political science, etc.)
Demonstrated skills in effectively working, coordinating and negotiating with host-country governments and organizations, donors, other USAID projects, and U.S. embassies
Proven experience in developing and implementing similar project in Tanzania or East Africa for at least five years within the last decade
Prior experience working on MCC funded programming a plus
Ability to communicate professionally and provide written reporting in English required; fluency in Swahili is desired
Must have proven record in the advanced use of modern communications tools, internet, email, social media, and teleconferences
Ability to successfully manage and develop staff in a multi-country and multi-cultural setting as demonstrated by past experience

QUALIFICATION AND EXPERIENCE

-          Minimum master degree in business administration, accounting, finance or equivalent qualification with at least 8 years post graduate working experience

-          Principal officer at CRB who as satisfactory served in that degrade not less than 2 years

-          Must registered with NBAA at least an associate certified public administrations and team building

RESPONSIBILITIES
